Kay Julia Parker, née Hart, passed away peacefully on July 25, 2026, in Clifton, Texas, with her beloved chosen daughter Kelli by her side. Born on May 22, 1944, in Lakewood, Ohio, Kay’s life was defined by generosity, steadfast love, and a nurturing spirit that touched all who knew her.

Kay’s journey began in Ohio, and over the years, she created a life brimming with compassion and warmth. She was a homemaker and housewife, sharing her talents as a caregiver both to her own family and throughout the community, where she cleaned houses for many who came to trust and cherish her presence. Kay’s nature was unmistakably sweet—she always gave of herself, any extra she had, to those in need. Her heart was open and giving, and she carried this love to everyone she encountered.

In Palm Springs, California, on September 20, 1980, Kay married Billy Joe Parker. Their partnership was a shelter of happiness for many years until Billy Joe preceded her in death. Together, they built a legacy of love and kindness that endures in their family.

Kay’s greatest treasures were the times spent together with her loved ones, especially during the holidays. Christmas and Thanksgiving became annual celebrations centered around her deep affection for family, creating memories that will be cherished forever. It was at these gatherings that her spirit shone brightest, surrounded by laughter, warmth, and the simple joys of togetherness.

She found pride in her giving heart, most notably through her enthusiastic participation in the Angel Tree every holiday season—a testament to her desire that all children and families could experience the magic and comfort of the holidays. Kay’s community knew her as a helper, always there for those who needed her, her generosity flowing easily at every opportunity.

For Kay, family was everything—the heart of her being. She adored spending time with those she loved, and she delighted in even the smallest traditions, such as taking her chosen sister Nell to the hair salon every Friday, a ritual that became a cherished touchpoint between sisters. Her love and care knew no limits and embraced those she considered family, biological or chosen. With her, the Texas family she so cherished always came first and felt the true depth of her unconditional love.

Kay is survived by those who continue her legacy of kindness and connection: her chosen daughters, Kelli Purcell and Kris Garza; many nieces; her beloved sister, Carol Romancik and chosen sister Nell Purcell; and her treasured chosen grandchildren, Kasey Woosley and husband Corey, Chelsea Bagwell and husband Colton; as well as all her chosen great-grandchildren; Autumn, Amelia, Axel Woosley, Peyton, and Presley Bagwell—each dearly special to her.

Kay is reunited in eternal peace with her loving husband Billy Joe Parker, her father Wallace Hart, and her mother Cynthia Kessel Hart.

As we say goodbye to Kay, we remember her as a woman whose life was a testament to kindness, selflessness, and the transcendent power of love. Her gentle spirit, her readiness to help, and her unwavering devotion to family and friends will never be forgotten. The legacy she leaves is rich with the love she gave so freely, and it is carried on in the lives of those who were blessed to call her family or friend.
